Bessent argues that US leadership in digital assets could reinforce the dollar’s reserve-currency status, expand demand for Treasury securities and strengthen American technological influence.
US Treasury Secretary Scott Bessent said cryptocurrencies and dollar-backed stablecoins could strengthen the US dollar’s global dominance, positioning digital assets as an increasingly important component of American economic and technological competitiveness.
Speaking at Ripple’s Swell conference on October 27, 2026, alongside Ripple CEO Brad Garlinghouse, Bessent argued that technological leadership was becoming increasingly important in determining the influence of global reserve currencies. He identified digital assets alongside artificial intelligence and semiconductors as strategically significant technologies in the competition between the United States and China.
Bessent said the United States would maintain its traditional military advantages while increasingly relying on technological infrastructure to support its international financial influence.
He expressed confidence that American leadership in digital assets would reinforce the dollar’s position, describing cryptocurrency infrastructure as a strategic component of the broader competition for global financial influence.
Stablecoins could expand dollar demand and Treasury financing
Bessent identified dollar-backed stablecoins as a particularly important mechanism for extending the dollar’s international reach.
He said more than 90% of stablecoins were denominated in US dollars, creating opportunities to expand access to dollar-based financial services, particularly in emerging economies experiencing inflation and currency depreciation.
Stablecoin issuers typically maintain reserves consisting of cash, short-term US Treasury securities and other highly liquid assets. As circulation expands, these reserve requirements could generate additional demand for American government debt.
Bessent suggested that growing stablecoin adoption could consequently become an important source of financing for the US Treasury.
The argument reflects the administration’s broader support for the GENIUS Act, enacted in July 2025, which established a federal regulatory framework for payment stablecoins.
The legislation introduced requirements covering reserve backing, redemption obligations and regulatory supervision, seeking to strengthen confidence in dollar-denominated digital payment instruments.
Research published by the Federal Reserve Bank of Richmond in March 2026 similarly concluded that reserve-backed stablecoins could increase demand for Treasury securities, although the economic implications depend on reserve composition and adoption patterns.
Nevertheless, expanding stablecoin circulation does not automatically translate into equivalent new demand for dollars, particularly where digital tokens replace existing dollar deposits or other dollar-denominated investments.
Bessent signals regulatory coordination following CLARITY Act setback
Bessent also addressed uncertainty surrounding US cryptocurrency regulation following Congress’s failure to advance the Digital Asset Market Clarity Act.
He described the legislative setback as disappointing but suggested that the Treasury Department could coordinate with the Securities and Exchange Commission and Commodity Futures Trading Commission to establish clearer regulatory expectations.
Such cooperation could provide guidance on digital-asset oversight, although administrative measures would lack the permanence and statutory certainty associated with comprehensive legislation.
Bessent additionally highlighted concerns about debanking, referring to instances in which cryptocurrency companies have lost access to traditional financial services.
He suggested that coordinated regulatory safeguards could help prevent similar restrictions while supporting responsible industry participation.
The comments reinforce the Trump administration’s objective of positioning the United States as a leading jurisdiction for digital-asset businesses.
However, stablecoins’ potential contribution to dollar dominance will depend on international adoption, regulatory implementation and whether digital payment infrastructure generates genuinely additional demand for US financial assets.
For cryptocurrency markets, Bessent’s remarks indicate that Washington increasingly views digital assets not merely as speculative investments but as infrastructure with potential implications for monetary influence, sovereign financing and international economic competition.
