Robinhood Markets has received authorization from the Dubai Financial Services Authority (DFSA) to introduce its retail investment platform in the Middle East, expanding its international ambitions beyond the United States and Europe.
The company announced the approval on October 22, 2026, confirming that it will establish its regional headquarters in the Dubai International Financial Centre (DIFC).
The authorization covers arranging investment transactions and custody across 10 DFSA-recognized asset classes, including cryptocurrencies, equities, exchange-traded funds, options and investment tokens.
Robinhood plans to launch its regional product suite in 2027, although it has not disclosed an exact launch date, supported cryptocurrency list or initial customer eligibility requirements. The expansion positions the US brokerage to compete for retail investors seeking access to digital assets and traditional financial markets through a single platform.
Importantly, the announcement represents regulatory authorization and a planned market entry rather than the immediate availability of cryptocurrency trading services.
DFSA Licence Covers Crypto and Traditional Investments
Robinhood MENA Limited appears on the DFSA’s public register under reference F012264, with its licence dated July 20, 2026.
The authorization permits the firm to arrange deals in investments and custody services for retail clients across multiple financial instrument categories. These include shares, futures, options, investment tokens and crypto tokens, alongside other regulated securities and derivatives.
The regulatory distinction is significant because the DIFC operates under the DFSA, while cryptocurrency businesses elsewhere in Dubai generally fall under the separate Virtual Assets Regulatory Authority. Robinhood’s approval therefore should not be described as a VARA cryptocurrency exchange licence.
The company said the new regional headquarters will be led by Salah Kaddoura, appointed senior executive officer and president of Robinhood MENA. Kaddoura will oversee local operations and the development of the company’s regional business.
Johann Kerbrat, Robinhood’s senior vice president and general manager of Crypto and International, identified growing demand for accessible investment services across the Middle East and North Africa. The company has not specified whether its initial launch will cover every country in the region or whether certain products will be restricted to particular jurisdictions.
Dubai Expansion Extends Robinhood’s International Strategy
The planned Middle East launch forms part of Robinhood’s broader effort to develop a financial services platform spanning conventional securities and digital assets. The brokerage has expanded its international operations through cryptocurrency services in Europe and acquisitions in other markets.
In June 2026, Robinhood completed its acquisition of Canadian cryptocurrency platform WonderFi, gaining exposure to the Bitbuy and Coinsquare exchanges. The company also selected Singapore as its Asia-Pacific headquarters earlier in 2026, reflecting its intention to establish regional operating centers.
Dubai offers access to a financial ecosystem already attracting international brokerages, asset managers and cryptocurrency companies. According to industry data cited by Finance Magnates, the DIFC had 72 authorized brokerage firms as of March 31, 2026, compared with 49 in 2022.
However, Robinhood will face competition from established international brokers and cryptocurrency exchanges already serving regional customers. Its planned combination of stock trading, cryptocurrency access and custody could differentiate the platform, although pricing, supported assets and customer onboarding arrangements remain undisclosed.
The DFSA authorization also does not automatically grant unrestricted access to customers throughout the Middle East, where individual jurisdictions maintain separate regulatory requirements. For Robinhood, the next milestone will be translating its Dubai authorization into a functioning investment service during 2027.
For the region’s financial markets, the development adds another internationally recognized brokerage to Dubai’s expanding regulated investment sector.
