Netanyahu said Israel needs to prepare alternative economic channels capable of operating around potential restrictions. When asked specifically whether blockchain could form part of that response, he said it was one of the options and that he had already requested a plan.
No details have been disclosed about who is developing the proposal, which blockchain networks might be considered, whether cryptocurrencies or stablecoins would be involved, or what transactions such a system would handle.
The absence of those details matters because blockchain can provide payment and settlement rails outside conventional correspondent banking, but it does not automatically create a sanctions-proof financial system.
What Could a Blockchain Sanctions Plan Actually Do?
A blockchain-based system could theoretically allow businesses or financial institutions to transfer value without routing every transaction through conventional international banking networks. Stablecoins and other digital assets can also settle across borders around the clock.
Israel already has regulated digital-asset infrastructure that could provide technical experience for such a project. Earlier this year, the country approved BILS, its first regulated shekel-backed stablecoin, while Bank Leumi has separately announced plans to offer Bitcoin, Ether and Solana trading through its banking platform.
Neither development was designed as a sanctions workaround. They do, however, demonstrate that blockchain infrastructure is already being integrated into Israel’s regulated financial system.
The harder issue is converting blockchain assets into goods, foreign currencies and conventional bank deposits. Businesses still require counterparties, exchanges, payment companies and banking relationships, many of which may themselves be subject to sanctions obligations.
Investor Takeaway
Blockchain could provide alternative settlement rails, but its usefulness would depend on access to liquidity, counterparties and off-ramps that remain willing and legally able to transact.
Why Does Crypto Not Eliminate Sanctions Risk?
Recent sanctions enforcement provides several examples of the limitations.
Russia-linked A7A5 was specifically developed as a ruble-backed stablecoin capable of supporting cross-border settlement outside Western-controlled financial infrastructure. FinanceFeeds reported in June that A7A5 had processed more than $110 billion in cumulative transactions despite sanctions.
Its growth showed that blockchain networks can continue processing transfers even when conventional financial channels are restricted. But authorities responded by targeting exchanges, payment firms and other companies connecting the system to wider financial markets.
Centralized stablecoins present another limitation because issuers can block particular addresses. Tether recently said its enforcement measures had reduced transaction activity involving Iran-linked USDT wallets by 94%, although the company has not published sufficient underlying data to independently verify that percentage.
The example illustrates a structural difference between blockchain settlement and unrestricted settlement. A transaction network may remain technically operational while access to individual tokens, issuers, exchanges or fiat conversion points is restricted.
Why Did Netanyahu Link Blockchain to U.S. Military Aid?
The blockchain remarks formed part of a wider argument that Israel should become less dependent on external financial and military support.
Netanyahu said U.S. military assistance could not be assumed to continue indefinitely and argued that Israel needs greater domestic capacity to manufacture weapons and ammunition. The current U.S.-Israel military-aid framework runs through 2028, while Israel has also been considering a multi-year military buildup totaling roughly NIS 400 billion.
The two issues share the same policy theme: reducing reliance on external systems that could become less available because of political or economic changes.
For defense, that means expanding domestic production. For finance, Netanyahu is considering whether blockchain and other mechanisms could reduce exposure to conventional international banking channels.
Investor Takeaway
The proposal is currently a contingency concept, not an announced financial system. Its market relevance depends on whether Israel develops an actual settlement architecture and identifies usable assets and counterparties.
What Should Markets Watch Next?
The most important next development would be publication of the plan Netanyahu said he requested.
That could establish whether the government is considering a state-backed settlement network, regulated stablecoins, Bitcoin or other decentralized assets, private blockchain infrastructure, or simply broader diversification of payment channels.
It would also clarify which institutions are involved. Participation by the Bank of Israel, Finance Ministry, commercial banks or financial regulators would indicate a substantially different project from an exploratory technology proposal.
For now, Netanyahu has identified blockchain as one potential response to hypothetical banking restrictions without specifying the architecture needed to make it work.
The experience of other sanctioned financial networks shows why that distinction matters. Blockchain can reduce dependence on individual banking rails, but sanctions enforcement increasingly follows the money into exchanges, stablecoin issuers, payment gateways and counterparties. Whether Israel could build an effective alternative would therefore depend less on blockchain itself than on the financial ecosystem connected to it.
