The White House Crypto Council has lost its last known staff member following the departure of executive director Patrick Witt, creating a leadership vacuum as the Trump administration’s flagship cryptocurrency market structure legislation remains stalled in Congress.
A White House official confirmed on October 14, 2026, that Witt’s temporary assignment had expired, ending his tenure as executive director of the President’s Council of Advisors for Digital Assets.
The administration thanked Witt for his service but did not identify a replacement or explain how his responsibilities would be reassigned.
His departure follows the exits of deputy director Harry Jung in July and White House AI and crypto adviser David Sacks in March. Former council leader Bo Hines had previously departed in August 2025.
The personnel changes leave the council without publicly identified staff overseeing its day-to-day operations. However, the White House has not formally announced the council’s dissolution, and the absence of named personnel does not necessarily mean cryptocurrency policymaking has stopped.
Witt’s exit comes almost one month after the Senate failed to advance the Digital Asset Market Clarity Act, commonly known as the CLARITY Act.
Three Leadership Departures Leave Crypto Policy Coordination Uncertain
Witt assumed leadership of the council in August 2025, succeeding Hines, who subsequently joined stablecoin issuer Tether.
A Department of Defense employee temporarily assigned to the White House, Witt coordinated negotiations with lawmakers and industry representatives over the administration’s proposed cryptocurrency regulatory framework.
He had planned to leave earlier in 2026 for training with the Georgia Army National Guard but postponed those arrangements to continue legislative negotiations.
His deputy, Jung, departed at the end of July, leaving Witt as the council’s sole remaining publicly identified staffer.
Sacks had previously ended his government assignment in March after completing the permitted service period associated with his special government employee status.
The council’s staffing uncertainty is significant because the administration established its digital asset policy initiative in January 2025 to coordinate recommendations involving cryptocurrency regulation, stablecoins and federal oversight.
Without an announced successor, responsibility for continuing negotiations with Congress remains unclear.
CLARITY Act Faces Legislative Deadlock After September Senate Vote
The CLARITY Act passed the House of Representatives on July 17, 2025, by a vote of 294-134, advancing legislation intended to establish clearer jurisdictional boundaries between the Securities and Exchange Commission and Commodity Futures Trading Commission.
However, the proposal encountered resistance in the Senate. On September 15, 2026, senators voted 49-50 against invoking cloture on the motion to proceed, falling short of the 60 votes required to advance consideration.
The setback reflected unresolved disagreements over stablecoin rewards and ethics provisions involving public officials’ cryptocurrency interests. Banking representatives and cryptocurrency companies have disputed whether interest-like rewards on stablecoins should face additional restrictions, while Democratic lawmakers raised concerns about the enforceability of proposed conflict-of-interest safeguards.
Senator Thom Tillis subsequently moved to reconsider the procedural vote, preserving a potential route for renewed consideration. Witt’s departure adds uncertainty to negotiations already facing a compressed legislative calendar ahead of November’s midterm elections.
Meanwhile, the SEC and CFTC retain their existing regulatory authority and can pursue rulemaking independently, although agency regulations cannot fully substitute for legislation establishing durable statutory responsibilities. The immediate questions are whether the White House appoints another crypto policy coordinator and whether lawmakers can reach a revised agreement before the current congressional session ends.
Neither a replacement nor a new Senate voting timetable had been publicly confirmed by October 15.
